Obviously, Zhukov doesn't count and Govorov is the first one. I think Chuikov is the best option for the second one. The alternatives are De Gaulle and Konev. De Gaulle doesn't have any notable skills and Konev's best skill is crossfire. Konev is the only alternative worth considering, but I can't see any situations in which he would outperform Chuikov. Any thoughts? (I'm not concerned about price at all.)

Nah De Gaulle tries, but fails at being a support gen. His skills just don't synergize with each other in practice. |

So far it'll be chuikov ofc but how bout' voronov? He got three star artillery 2 star mobility, Artillery leader and Accuracy almost same as Chuikov also he is cheap 290 medals

HangryBird, after some testing of all the prospective options, the best is... Mountbatten! Just Kidding, I think it is Konev. Note: Never Put him on a H Arty. His Snow fighting is somewhat useless in Campaign but good in Conquests+AG, Crossfire is not good, but much better than Street Fighting on Chuikov. I love Encouraged because Artillery have so much Damage, it just gives them 15% more *cough* 11-12 more *cough* damage to be in high morale. I would say that alone is better than Street Fighting and Fire Focus. The Stars are the Same, so it is essentially Snow Fighting and Crossfire Versus Arty Leader level 1. It is your decision.

There is no any second good arty gen for Allies. Probably Badoglio for Axis, but do you really need him?
Chuikov is free and somewhat doing the job. Btw, he is quite often to strike twice. And yes, you don’t need second arty gen to complete the game
