Is he worth it? ArtyCom boosts his own output a ton, Navigation is situational in Campaigns, but excellent in Conquests and Invasions, and Defense Expert is excellent on an Artillery. He also has Purple Stats and starts as 5 stars. The problem is, he starts so late. Is it worth it to buy him (3200 medals I think), or Is Li Shimin better?

Li Shimin is the best standalone arty general but also the most expensive. A combo of Khalid & Bismarck works perfectly well but Li > Heihachiro > Khalid. It's only when you factor in cost that that order might change and then it's down to personal choice. stoic is the only one to have used Heihachiro that I know of and can give the best assessment of his value.

Truth be told I don't evaluate Heihachiro as one of shining stars of the game. He is a good powerful Artillery general, but he is very expensive and the value of his Commander skill is rather limited, because the number of missions when we can deploy more than one Artillery general is quite limited too. If I could deploy only one Artillery general it was Khalid most of the time.

Conquest and invasions? By the time you unlock him you dont need either of those anymore, so his use is solely in Artycom which is very, very limited. And i prefer attack over defense for artillery because they generally dont get hit by anything except forts anyway.

I’d like to try him in an ArtyCom team, but for conventional play he’s just too impractical to use, and that’s primarily because of his availability, which is also going to hurt you a lot when you play that strategy.
Plus I just don’t really get some of your points. Conquests and Invasions? Who cares? Plus you’re wrong about conquests since damage and sustainability are the main things you need for that. And why is defense master good here on artillery but bad on archers like Washington? Artillery is like the worst unit on enemy phase since they can’t counterattack nearly as much as archers and has much less attack than everything else. Now granted most archers have garbage durability, but not Washington, which is why he can facetank.

arty is worst unit so far. as kevin said they cant counterattack; you hit 1 time they hit 3-5 times. in some situation enemy ratio like 1 to 5 so you cant move wherever you want also sometimes you have to guard gates to not lose connection between your troops. think that in above scenario enemy general attacking your arty in melee range, how to protect them?
even not mention to their worst side -AI Battles- 😄
also arty has lowest output. napoleon has highest potential in terms of attack, he can reach 800~ atk even he can deal like 500-550 damage if their range was 1-3 li shimin himself would be “one man army”.
