Konev has 5* in artillery in Android version (or maybe he was upgraded after the game update). If comparing to Govorov right now... whether he is better. He also has 3 movement stars and that is quite important as I understand.
What do You think guys?

imo, Konev is better when you do not concern about the cost but Govorov is better in term of price per quality. 3 stars in movement allows him to move 3 hex on Rocket Launcher.

Govorov has level 3 plain which is one of the best skills in the game.

Konev is handicaped by his skills. 3.3 k medals and only 3 useable skill is no good.Might as well get zhukov if you got money to burn.
Imo as much as possible I want focused generals just like in EU4,Napoleon was a good example of unfocused general with skills not in the sane field.
This means that most of the time I only go for generals that have an all useable skill set,most specially if they are the most expensive generals.
Leeb is great choice,but he is a bit low in health so needs to be used carefully and not put him in cities that attracts nukes.

Though Konev has both infantry and artillery skills, still I don't see any other general has better artillery skills (ArtLeader4, ArtBar3, and AntiArmor2). Two other general with comparable capability might be Govorov (plain fighting) and Leeb (defensive skills). So in my opinion, these 3 are best artillery generals and the choice is entirely based on preference; Konev->Mobility, Govorov->Firepower, and Leeb->Durability. One might argue that Konev is too expensive. That is true and that's why I hire Govorov anyway. But, eventually, I would probably hire Konev for my end-game artillery general (I prefer mobility) together with Govorov.

How did I miss this guy?? No idea,never noticed him before untill just now. Immediatly bought him,he has 3 skills same as konev,he has high health,and decent mobility. Best of all a very attractive price,konev is almost 3 times more expensive.

Not all the generals at moscow are russian. Moscow also contains the generals from minority countries in asia: mongolia, thailand and North Korea (WTO) Just like san fransisco:mexico, brazil, canada, north Korea, Australia (Nato) And Istanbul with all european and african countries like Netherlands, spain and egypt etc...

Badoglio is my favorite general, he is such an awesome artillery general. He makes up for the rest of my suckish generals

My artillery general is my Soviet Commander. Having 5 stars artillery AND 5 stars mobility certianly is helpful
