Oh I forgot to mention that the leader of the Central Powers is Germany. The leader of the Comintern is the Bolsheviks. And the USA is the leader of the Entente. Neutrals have no leader.

And if they have railroads then we can use such things too. we can make the silk road which ends at turkey, we then can also move from Shanghai (example) to diyar bakir (Turkish city, another example) in one turn and even occupy it.

Alright how about this: if their transport load contains more than 10 bp, they use 2 turns.
