Vassals are neutral unless their mother country is not neutral. For example, since the Baltic vassal is a vassal of Germany, they are not neutral.

The Communist Agenda:

With the Great Depression having hit and millions becoming unemployed, many turned to Karl Marx's Communist Manifesto. Many were swayed by the Communist ideals, and thus many pro communist groups formed during the Great Depression. Many now even took up arms to enforce the communist doctrine upon the state.

Give into the Reds: Republic of China changes to People's Republic of China. Republican Rebels can spawn. Makes China more aligned to the Comintern. Civil War is possible if decision is made.
Traditional Republican Values never fail!-China keeps its name. Communist Rebels can spawn. China is still aligned to Entente. Civil War is possible as well.
-Pacific States of America has decision:
I regret to say it, but Bolshevism is the only solution: Pacific States of America changes to Combined Syndicates of the Pacific. Civil War is possible. Makes PSA aligned to Comintern.
I'd rather return to the Union than allow the Communists to flourish!- PSA is absorbed back to the Union and now only owns Hawaii. Country changes to Republic of Hawaii.

Second American Civil War:

In 1930, the Union broke apart into North, South and West. In the North was the government forces, the south was controlled by Southern secessionists, and the West Coast controlled by disgruntled Pacific Workers. Many say that this war will be even greater than the last, with California facing the same date as Georgia did. Many are optimistic of their secessionist cause, however, and believe the Aggressors in the North can be stopped.
-PSA and CSA secede from Union.
-American Civil War now begins.
