Attacking neutrals will require you to declare war 2 phases before attacking.
Attacking non-play countries (neutral or not) requires a MINIMUM of 8 per roll.
If you are neutral as well, you can attack neutrals freely without declaring war and with regular numbers.

Vassals are neutral unless their mother country is not neutral. For example, since the Baltic vassal is a vassal of Germany, they are not neutral.

Vassals are neutral unless their mother country is not neutral. For example, since the Baltic vassal is a vassal of Germany, they are not neutral. But Mountbatten said vassals are considered neutral in rulles
