If they only miss one phase, they can do it when they come back. If they miss more than one, they don't get any of them back and can only do their current phase.

Erich von Manstein you won't need an 8 or higher roll again the Chinese. It's a civil war so it's fine to use normal numbers

US turns
1) attack Kerala, need a seven but since the event a five is required (7-2=5) sZKZbKGP, Holy God of Over-Powered-ness! António Salazar you're wiped from mainland India
2) the US armies move to Jaffna city held by India
3) Operation Covert Strike, the US launches an assault to wipe out any Germans in Ceylon, they attack Colombo, they need an eight (actual number was ten that is now decreased to 8, 10-2=8)
4) the US infantries now take the last German city, Galle, need a six (8-2=6)
5-6-7) since I lost three infantries so building three more, US has 10 infantries ····· |

Everything I did was to avoid the civil war, why it still happens...
ROC:
1. Declare to join the ROC.
2-7. Build 6 infantry units.
8. Attack Chengde with 12 infantry units. Civil war, so 7 is required.
