Neutrals don't have to declare war to NON-PLAYER CONTROLLED NEUTRAL COUNTRIES. And I am the controller of Finland.(fade in shadow)  All neutrals can attack each other. No declaring war required. REKT Erich von Manstein |

Woah woah woah, Finland IS a player controlled country if you've been doing turns. Neutrals don't have to declare on each other, yes? I will change the city, though, my logic was that Helsinki was closest. NOTE: Napoleon Bonaparte Notice how I didn't say that Finland was done for. I know but still you overran them and got the capital in two turns |
