Admiral Yi. He literally destroyed entire Japanese fleet without losing a single ship and won the war single-handedly while his country almost entirely occupied by Japanese army. Admiral Togo Hehachiro. He destroyed the 2/3’s of the Russian Baltic Fleet at Tsushima. Yi Sun Sin was a much better admiral but I prefer Heihachiro's style.

However, you may also need to fight more popular historical commanders and win with a good win-loss ratio to make your mark. Plus, you'll need to live and fight in periods of greater interest in regions of greater interest.
