I usually ignore and ion those dang bases. I hate it when I shoot at them with an ion and they have 1 health left and then take down one of my generals

If 1975 Japan specific, I'll deploy Guderian on the super tank, and Govorov on the field artillery, take Yokohama first, then build a super tank in Osaka, put Patton on it, move him to Yokohama, Guderian and Govorov attack Tokyo, let Patton deal with the tower, after Tokyo is taken, nuke the tower, done.

Patton is a perfect one against alien bases because mostly the bases are very close to cities, Patton has Street Fighting and Explosive, he can deal with the bases better. Note, I just realized that Tokyo is close to Yokohama, so you can let Govorov and Guderian stand beside Tokyo, Patton stay in Yokohama and attack Tokyo together.
