Didn't generals with plain fighting get their bonus when in cities, too? I've surely read this somewhere, is it true?

I mean build a FA(or better RA?)for the base, of course Govorov should definitely go for Tokyo. I know the reason for using Patton in super tank now, though if any Artillery General having Street Fighting or Plain Fighting and Explosives, will it do the same theoretically?( ºΔº ) Of course they will. Ah, one more thing, so should I use FA or RA for it then? |

I first put FA for surrounded countries such as germany 1975 but also then RA once i have sufficient advantage

FA=more damage and slightly tankier (I think), and RA=the ability to not get a retaliation strike.
