nochbv, if that doesn't work then try to prevent MacArthur from leaving the airport by putting a unit there, preferably Arnold or any air general to protect MacArthur.

Just tried out playing the mission again, Macarthur left by the airport around turn 18/19, I continued waiting it out and won at turn 21.
Afterwards, I tried what nobunga suggested, and lost rabual at turn 17, Macarthur still left via the airport, success at turn 21
