I find Yamamoto to be rather redundant. Nimitz and Donitz are both batter naval gens, and Nimitz is way cheaper. Arnold and Dowding are about equal in terms of AF, yet Dowding serves a crucial role for smaller countries; both are over a thousand medals cheaper.
Yamashita is an infantry general. They should not be used until you have 3 tanks, 2 artillery generals, and a navy general.

But rundstedt has more hp than Mannerheim and 2 skill slot so just put IL and Raider or Raider with rumour or something else or just upgrade his air star and put him on city to launch air strike since inf die fast

Mannerheim vs Rundstedt Raider > Guerilla Elastic Defense = Elastic Defense Jungle Fighting > Street Fighting Yes, Mannerheim is better but like what 曹操 said, Rundstedt can survive longer, and his rank can be upgraded easily. Yamashita still best

Yeah Yamashita definitely and Rundstedt maybe are better than Mannerheim if you'd have unlimited medals. But if you take medals into account Mannerheim wins by a mile. Jungle Fighting is probably the best terrain fighting for infantry, because the extra defence. Mannerheim's Raider is level 3, Yamashita's 1 and Rundstedt doesn't have it. It will be much more expensive to get Rundstedt the same damage output that an unupgraded Mannerheim has, than just buying Mannerheim.
