Well, in a city, you can heal, launch air strikes, take half damage, and build facilities. I wouldn't say it is useless. It is, however only, in terms of terrain, only better than Desert. Does street fighting works on Air Force? May be not because this skill gives extra attacks while "FIGHTING" only in a city,I think this has no relation to air attack |
