In this, I will lay out who I think should have been added to the group of IAPs: Goering. "But wasn't he an absolute nincompoop?" Yes, but we are going to do this to assist in Gameplay, not necessarily history. And also, if you study deep into the history of the Luftwaffe, you will actually find out that he was quite brilliant, merely hedonistic and lacking of self-control in his later years. In short, yet another amazing German commander who was despicable. He will get two premium skills, considering that they are significantly worse than other folks'. Anyway, Here we go:
Stars:
1 star Tanks, Inf, Artillery: Really just there to be there, makes him look nicer, gives him some bonus output.
4 star movement: This is there to help with him being specialized on the worst two tendencies in the game.
5 star air: He was the head of the Luftwaffe, the foremost air force seen in the world in one place.
Skills:
Aviation Fuel: Aviation Range +2. - Again, Luftwaffe
Logistics Master: HP +8 and all within two spaces. - The Stalingrad airlift (despite that failing, he did manage to give a lot more than he thought he could), general Luftwaffeness, mostly gameplay
Economic Master: The economic output of Buildings +6 and all within two spaces. - The greatest economist of his time, seriously, his economic plans were absolutely genius.
Tell me if you disagree, and what you would change! Remember, this is supposed to be gameplay-oriented with just enough history to make it passable.

I honestly think I should be Dowding, he already has the 5*s and was one of the discount generals in WC4. Goering hasn't made an appearance since WC3. Also, all IAPs were the only ones with aura for their unit. Keep his stars and have Yamamoto's skillset.

I don't think that either Dowding (Head of FIGHTER Command by Golly) can get Dive Bombing or Carpet Bombing. I would honestly give Dowding his stars, AFC, Aviation Fuel, and Econ. That would be one heck of a general.

I'm not too sure about Log Master, 8hp seems quite little for army units, and doesn't quite fit in with his profile as an Air General. Wouldn't airport cluster be better for him?
You also mentioned that he did good work at stalingrad, would carpet bombing support that? Although, that would really come close to Johnny's post that he be a better yamamoto.
Perhaps a 5 star yamamoto without dive bombing, but with econ?
i think perhaps movement is slightly unecessary, since an airport general would most probably parachute out of danger's way. Perhaps lowering it to 2 star movement, but 3 star infantry would make more pragmatic?

I suppose he would be good with AFC. Oh, no, he was a failure at carpet bombing London. Yes the movement is unnecessary, but it is still awesome.

I do see having Yamamoto as an IAP as more viable than Yamashita destroying the "Ike and Zhukov" tradition, but that (Yamamoto) would get in the place of Goering.

No, I mean Osami Nagano, the Marshall in GOG Classic, only great navy gen worth their price in WC3, and commander of the entire Japanese Navy.

No, I mean Osami Nagano, the Marshall in GOG Classic, only great navy gen worth their price in WC3, and commander of the entire Japanese Navy. But he is not really famous compared too Yamamoto (For Pearl Harbour), Yamashita (Malayan Tiger), and lastly Nagumo (Commmander of Kido Butai)
