Overall a solid naval general that remains useful even in endgame. 3 stars is decent, and with silver naval gun strike, that's pretty much a 4 star in attack.
Furthermore, organisation ensures that attack remains at a solid 60-70, even before the ship sinks

He's good. Organization is his best skill both in navy and land. My rating of him is a 9/10. that 10% is because sometimes he die easily. BUT Overall he's one of the best naval generals

Glad to have a decent admiral right off the bat. Can't remember how many times I put him on artillery or infantry before getting Chuikov and Macarthur.

Pros -
- Steady output - Moderately high output - Free
Cons -
- Not survivable - Low output compared to others
Verdict: 4 stars, he's free, if he was something like 400 medals, I wouldn't get him, but he's still free. He also has good output for being free.

He's like a free King/Spruance. Doesn't have Warning, but will do for the time being. Really can go the game with just him, although I personally prefer having Mountbatten for Leyte Gulf.

He can be like a mini-Mountbatten Yes he can but No Logistics makes me thinking twice of him being Mini-Mounty

He can be like a mini-Mountbatten Organization is worse than Log on a battleship but I believe is better than log on a sub (tied on everything else). Mounty will definitely do better on a battleship, because they will take chip damage. Cunningham will do better on a sub (not in damage when at full) because subs tend to sink often.
