Darth Nihilus I actually disagree on the fixed battle system ideas. As the Role Play Executive Officer, one of my most important jobs is to get new players to the RP. Although a fixed dice-like fixed battle system could be fun to some players, I'm afraid it might look complicated and scare off new players. Also, a system like this would probably increase the advantage gained from numerical superiority, which I do not like. Good point. The dice system I proposed is really just a very rough proposal that I thought of, and it would probably take a lot of fine-tuning for it to work well, and that makes it pretty hard to create a balance between accuracy/fairness and ease of convenience. To negate the advantage gained from numerical superiority, I was thinking of a hard cap of the number of dice rolls a player could do in one page or something, but that's probably already too complicated. But I think arbitrarily deciding casualties would also drive some players away for being too subjective, so maybe we could fix that in the future.

Basic- Austria, Russia, Sweden, Prussia, Denmark, Ottoman Empire
Mediocre- Spain, Naples, Nizamate, Portugal, Polish Lithuanian Commonwealth, Saxony, Bavaria
Non existent- everyone else
Spain and Portugal mediocre tech??? Minimum Basic. The others are fine.

I think that if changing sides is allowed, there should be a declaration of war before attacking, so no one is taken completely by surprise.

I think this rule from 1942 RP or something like the rule should be in this RP: "You can attack only one target with a force untill the opposing player responds to your attack. You may attack multiple targets before the opponent answering, but only with separate divisions..." This allows everyone to have a chance to respond to an attack.
