The only things that would give Huo more damage vs Belisarius are Raid and Counterattack, which maxes at +20 flat damage. Nice but not much more than Belisarius gets with PF, and it takes two skills while Belisarius has Cavalry commander giving him more chances to attack.
To be fair, Hup's crit rate combined with the flat damage is more than worth the Cavalry Commander. Counter I put better than PF, because it happens all the time and everywhere. CavCom leads to faster attack but also a faster demise. I would put Belisarius slightly ahead of Huo, simply due to his Talent, which is OP.
