desperate ? the effect doesnt really trigger much . i tested desperate on papagos and guess what ? it only longer morale for few time
crowd tactics : defensive skills but this required you to sit on a city and spend 10 coins everytime he lost a stack and this not working well with scout which required you to get out of the city and fight or find a radar
