I prefer shelter because artillery is easier to avoid than missile. You can take advantage of terrain when fighting artillery.

I think it helps against nuke. In WTO5 I nuked the carrier guy and it dealts 380 damage, when a missile+nuke should deal more than 400 damage.
He's Spruance with Lv2 shelter.

Sounds similar as to how when you use strategic bombing to deploy the nuke instead of missles against a city with heavy anti-air, the nuke inflict far leas damage than the missle would have. |

Camouflage can be desicive in war, white finnish uniforms won battles against the russians, because the fins were almost invisible in the winter Thats why I vote camouflage. |
