(This is only my opinion, I don't really know how A.I works)
In my opinion, CONQUEST games (except 1975 and 1939) are much easier to complete without using general. I found that every time I spawn a general, they immediately become high priority target for enemy nukes, whether I spam dozens of super tanks and no general, they barely get shot by aircraft or common missiles. With high technology level, the role of a general is nearly negligible except air and, occasionally, navy.
The only time why I spawn a general is when I start paracommando aircraft cities, then I spawn an infantry-aircraft general and steelrain everything near that airport. Or in 1975 alien can't use missile/aircraft or 1939 where aircraft can't scratch my lvl4 shelter+camouflage light tank general.
Even when playing Axis in 1945 I can't even land on America with a general when they keep spamming monopoly nuke.
