its part of the script, sometimes the ai does things that actually camt happeb according to the game. like an actual d-day and an attack on pearl harbor. its all written in the script. the ai does this type of things because 1. it makes it more realisitc. 2. it makes it harder so you wont win everytime (thats why enemy is stronger than your allies)

And don't forget the annoying fact that you are limited to whatever the country starts with its own generals plus a max of 6 your own generals for the rest of the conquest. On the flip side if the same country is controlled by the AI, it spawns the entire associated academy of generals at you! Especially if the said nation is any of those: USA, GB, Japan, USSR, China, or Germany.
That's just compensating for the weakly scripted AI programming.
