If we can achieve domination before Avars' arrival do we have to fight with them nonetheless or not?

If we can achieve domination before Avars' arrival do we have to fight with them nonetheless or not? You don't, if I'm not wrong. They're not a belligerent on the map at that point. Perhaps someone can play an Ostrogoth or either Byzantine conquest and share?

It is definitely possible to meet all requirements before turn 30 as Byzantium.

As people find out, if your generals enter enemy/ally territory, you will boost their income.

I unfortunately defeated/allied all other tribes 1 turn after the avers arrived. So, I now have to deal with a stupidly large army while most of my generals are in Africa.
