Yes, it has literally gone crazy in the higher levels of the Arena. When I see the opposing Caesar and Mith I know it is a 100% defeat, 500, 600 crit dmg of them. I was completely disappointed in Belisarius and his War Chariot, they are very weak compared to other generals, poor contribution.
On a side note, when save/loading a given battle I noticed that the coin flip in the beginning seems to be fixed (while crit chances are recalculated for each try, so we can turn a close defeat into a victory).
However, once I started repositioning my units, the result of the coin flip also changed, meaning that if we're stubborn, we can have a guaranteed attackers advantage. Since I'm fielding a cavalry heavy army, archers in the enemy's front row are now battles with good odds (especially when I can take out high stacks Mithridates or Attila on the first turn). This is from lv26, I don't know about the craziness of the last stages.
