ROC and PRC are both China. So it should be normal if some ROC generals not following Jiang Jieshi to Taiwan but stay in mainland. For example Chen S.K., Du Y.M., Li Z.R..
For the 8 ROC generals, Zhang Z.Z. was killed in WW2, Zhang L.F. was killed in the civil war, Chen, Du and Li stayed in mainland, Bai, Sun and Xue went to Taiwan.

Thanks for the history I just relized that the neutral one is looking to the right slightly and the PRC one is to the left.
