If you crossed Justinian with Harald Hardrada, and subtracted a lot of points, Heraclius is the outcome.
In combat, Harald is better.
If you need to hold a city while spamming melee inf, Heraclius might have a minor advantage, but you'd likely prefer Harald's offensive prowess over Heraclius' and Heraclius' Engineering.
As a multi-purpose gen with good points? Justinian.

Engineering: Worse than Justinian's Engineering by 1 level.
Melee Inf. Expert: Hardrada and Cnut are better in inf stats.
Navigator: Lower level than both Cnut's and Hardrada's.
Master Swordsman: A pathetic level 1, only useful for Janissary in conjunction of MLE.
Lobbyist: 1 level lower than Justinian's.
Our great hero of the Battle of Anatolia is really, really bad in comparison to 3 other generals, Cnut, Hardrada, and Justinian.
