Ah yes Alexios I or as I like to call him Philomelion's Henry I. His skills are pretty mediocre, shackle is bad, 2 consul skills that I'll never use, melee cav expert is pretty nice, and rapid March is very good. His rank is also the highest possible which is nice for a tier 3 general however if you want a good rapid march generalist, I would recommend Lancelot instead. 3/5.

It is a shame that he has no item, but semi IAP players should take a second look at him. If you bought Attila but not Olga, he could be a better Consul (in terms of skills) than Justinian.
Negotiation is IMO better than Lobbyist, and Mobilization Expert could potentially be better than Logistics if you have Attila, because then the goal is keeping your gens on the playing field rather than putting them there.
As for combat, he is flat out better than Justinian. While Shackle is worse than Engineering, Melee Cav Expert + Forced March is way OP, and is far better than Ranged + Siege. The lack of an item is unfortunate, but what Justinian gets as an item (if you get Proof of Honor) is simply pitiful. HAAC is trash, and Morale buffs are not too good for a weak combat gen.
In conclusion, while Alexios I is certainly not a strong gen the likes of Lancelot, he should definitely be considered as a Consul gen who can happen to do combat, particularly if you have Attila.

The mobilization expert is definitely weaker than the logistics. For level 2 negotiations, there is Belisarius, this is a situational skill, while the lobbyist level works all the time. Logistics + Lobbyist Level 2 is OP in Conquest, so Alexei is not an alternative to Justinian, even if you don't look at Justinian's administration and bond. Of the combat skills, the rapid march attracts, but there is a free Aetius, not to mention Lancelot. Overall, a mediocre general and consul. Can buy? Yes. Need to buy? Not! 3/5

Not! 3/5 Since they are planning to change (or as they put it to "adjust" his skills ) our current evaluation is not relevant anymore.
