As f2p the bond is good... But I won't make them to general..good in long run but better the use of heraldy to be in others...
useless if you don't have a city.

Theodora makes nukers nuke twice and utility more useful, Justinian can be on defense thanks to his city heal and offense thanks to his anti-rampart skill
Also the GOAT in any conquest 6/5
