I have seen people call all of these generals good but I'm stuck on which one to purchase, I'll leave it up to best cost to power and actual power. If you have any 9tehr suggestions on who for me to buy just say them. Thank you

It heavily depends on your current roster. You don't purchase a general in a vacuum. Besides, you have to keep other considerations in mind. Such as the level of your troops. Basil won't help you much if you unlocked Varangians only recently.

Basil won't help you much if you unlocked Varangians only recently. I think cnut You don't get Basil's item way late into the game, and Roland is a bit expensive Cnut is also tankier

Roland's unit situation is funky. Hussars are great, but not F2P. War Axe is common, but doesn't have swords. Camel Riders are eh, War Elephants are slow. Teutons are the best right now, but they are not common, unless you have Freddy Barb.
Cnut is great. Even with Basil's rework, he is still a viable general and is worth the medals and mithril for his item. If you are not at Burning Crusade, he will be better, and is a good way to land a big hit on an enemy general without getting hurt.
Basil is the best infantry general for F2P. When you are blessed with good Varangians and his item, that is. Hits hard, and benefits from godly Varangians. Not worth is if you are at Komnenos or below, Cnut is better if so.
