Imo Dromon is better(ish) than Carrack I like the combination of move once and attack twice so 11 mobility is where things get interesting. For example: Cnut takes 4 points to move and if we have him on 3x varangians then mobility+1 from carrack along with either his bond or the research ship mobility bonus (conquest, some missions) or desperate wager allow the combo. 11 mobility also enables attacking three times with desperate wager (and not moving).
Dromon has the disadvantage of not doing well when attacking city walls. It's more of a specialist for ship vs ship battles and unless we have a huge surplus of war gear points (switching between ships) I prefer the more versatile +1 mobility ships that have 'ignore rampart DMG reduction'.

Since we have information about all 3 upgrades (finally!) we can make conclusion that lvl 3 Manila is almost identical to lvl 2 Manila. I wish I had this information before upgrading some of my equipment to lvl 3.  Probably lvl 2 Dromon is also sufficient enough. In comparison the difference between lvl 2 and 3 Rhinoceros is huge.  |

There are battles in which dromons are still the best, like those with high HP enemies. Btw the difference is not enormous. You will find many more advantages from Viking boats mobility and land damage too, tbh. |

Yeah, Viking longship deal a lot land damage, great prepare coastline for your troops landing. |

I don’t remember specifically its stats, but if it gives movements reduction and stuff, it’s essential also for ranged gens (look at rhinos lvl3, or Constantine hammer lvl3). |
