When I spawn a general at a castle, their units level is only up to level 6, can someone explain why?

When I spawn a general at a castle, their units level is only up to level 6, can someone explain why? For the balance, it's insane when you have lvl 12 team while AIs have only lvl 3 max. |

well certain crusader units in the latest conquest already have lvl 3 units if irc.
so they probably will be around lvl 2-4 next update as well, is my guess.
