CT worse than BC, Desperate is worse than Raider and Scout is worse than Samurai. On artillery Ushijima is better but by 1942 you should have Leeb. 1. Crowd Tactics is a near permanent +10 damage on attacks and counterattacks. Bayonet Charge is a permanent +12 damage on attacks. It's not like it's hard to trigger CT at all. I'll take CT in a heartbeat. 2. Desperate is much worse than Raider. Nuff said. 3. Scout I would actually value above Samurai for two major reasons. One, Samurai is terrible. It's replaceable with very good SF and even then, it's not the best skill. Second, you don't really upgrade your infantry tech. It usually stays at a level of like three. Once you get Tank and Artillery to 6 and the rest to 3, people generally start working on promotions instead. This, combined with the recruiting factor, makes XP skills much better for infantry than any other unit, particularly XP skills that you don't even have to do any battle with. This makes Scout a surprisingly quick and reliable source of XP. 4. Yeah, nobody uses him as an Artillery when Leeb and Badoglio exist. What do you mean by “very good” SF? Samurai and Patriot? Their anti-unit ability is in the ditch. So Ushijima is a three star inf with CT. That’s it. Vasilevsky is better in AG and Ushijima is crap in campaign.
