3. Scout I would actually value above Samurai for two major reasons. One, Samurai is terrible. It's replaceable with very good SF and even then, it's not the best skill. Second, you don't really upgrade your infantry tech. It usually stays at a level of like three. Once you get Tank and Artillery to 6 and the rest to 3, people generally start working on promotions instead. This, combined with the recruiting factor, makes XP skills much better for infantry than any other unit, particularly XP skills that you don't even have to do any battle with. This makes Scout a surprisingly quick and reliable source of XP.
4. Yeah, nobody uses him as an Artillery when Leeb and Badoglio exist.
What do you mean by “very good” SF? Samurai and Patriot? Their anti-unit ability is in the ditch. So Ushijima is a three star inf with CT. That’s it. Vasilevsky is better in AG and Ushijima is crap in campaign.
