Here is a question, I am generally a starting player stacked up with 1045 medals and seeing earlier, I have stayed off the rubbish and deceptive generals like LIST and I want to know whether I should promote my generals bit by bit, like get to 3* tank/ infantry and give him decent skills plain fighting or should I save for Badgolio and Crerar

Save up for Guderian first, then get Badoglio.

The 1st general should be Badoglio. He's an arty, suitable for WW2 era. For 2nd one try to get Guderian. If too difficult, get Vatutin. 2nd tank is Patton. 2nd tank is Vatutin/Rommel. I decided to go for Vatutin insted of Rommel (ironic, right?). For arty, go for Govorov. Navy, Yamamoto. Air, Goring. Infantry (optional), Vasilevsky.
