Before buying generals, is there any way we can see whether his title can be upgraded or if it's already maxed out?

No, you cannot see generals' rank or title.
Here's my tip: Before buying a general, save your game first, buy the one you want to see his/her ranks or titles and test him/her. If you don't like him/her, download your previous save game.

ET must change title system, for example generals with hero story can be emperor, gold generals - king, silver - Royal Duke, bronze - crowned prince.
