Should I Save 150 more medals and buy Murat. Or buy Scharnost and Paget(or ney). Or buy items like the ferguson rifle/flintlock pistol. I am in the middle of Eastern Overlord. Currently have free generals+Massena

Murat. Go only for the bestwith the more limited resource.
If you've excess gold, you can invest in cheaper weapons.
