The raid reward for HL Outlaw King also brings a yellow gem, until now only IAP Generals for Raids brought gems, does this mean that Robert the Bruce will not be f2p?  |

That is indeed a good indicative.
However, the rewards are very crap, Quintain and Lombardy, but I guess all the better stuff is already assigned.

I think there is a good chance he will be f2p. And giving gems as reward is an attempt to save otherwise completely crappy Raid.

Agreeing with stoic, why should we use our raid tickets for a t4 unit that we can also get for 6 coins and with a high chance of appearance in the territory shop? The yellow gem certainly makes it more appealing.
