It's not clear to me what's meant by "no need to wait when recruiting". The new skills, sadly, aren't available for the custom Commander (I wasted my medals to check so you don't have to). Anyway, this guy seems solid - like a buffed Drusus with Archer Commander, should be better than any F2P archer generals (haven't compared to Attila though). But Hide is still meh especially on an archer.
Edit: OK, let's do the Attila comparison. - Archer Commander - same for both, it's a wash - Signal Arrow - basically March + Rumor compared to Attila's March. Clear win for Modu, but not that big in late game because so many of the scariest enemies have morale bonuses. - Conqueror - seems like it should be better than Advantage, but Attila has his own banner that gives him the edge here. - Hide - worse than Attila's accuracy. - Talent - Inspire + ? vs. Overlord. Morale is great, but Overlord is effectively double damage a lot of the time. For me, Attila is the clear winner. Modu's only real advantage is that he's a strong hybrid as well, he can be a decent cavalry general until late game. But if you're buying a cavalry general, why not Hannibal?

It's funny how ET now has a fake discount for all its GCR IAPs. And do they really think anyone would pay 40€ for a general not much better if at all better than another general costing a forth of the first one's price. Considering of course if the discount disappeared.

But Hide is still meh especially on an archer. I did the same, it doesn’t add up since “ambush on all sides” was made available for the commander but the new skills aren’t. Maybe it’s a bug they’ll fix

But Hide is still meh especially on an archer. It probably means an owner of this general doesn't need to wait when replenishing his legion. In all available barracks/stables/etc it is possible immediately to recruit all units without waiting for a turn or two (provided there are enough resources for this action, of course).

The update only have 4 new iap generals (in shop, rotation), right? will make general threads for the three later, and any info for marius? Would be nice if they instead add special missions/campaigns, like -Roman Empire History, such as Britannia conquest, Trajan, Third century crisis, Constantine -Punic war History Literally there is a big roman history, yet few content in the game

Liu Bang is better than Spartacus now. Probably if you consider his skills and talent in isolation, but you have to take into account their unit types. Woad raider and elephant are so OP that Hannibal and Spartacus are still the clear winners.

Seems to me (atleast excluding unit types) that Modu and Sulla (who's best used on infantry imo) are the better two. Liu Bang seems a worse Spartacus. Gaius Marius' city skill would be great if it was percentage based but 40 damage as a point figure is not much compared to 20% for all attacks.
