I will not lie. This guy is not a 5 star, he's a 4 at best, but he's basically 4 star subuthai, and subuthai is amazing And considering he's free, and is actually not bad, I'd give him a 5 If you think he’s a 4, you’re not using him properly. Subutai without his weapon is objectively worse than Murad II and his weapon is unlocked end game. I finished all campaigns and Subutai’s weapon is still locked… I meant that with Subuthai's weapon in mind. I mean without a weapon, Subuthai and Murad are close, though I'll admit I'll give it to Murad due to him being free and having a 1 turn cd skill Also Subuthai 's weapon is unlocked via upgrades not campaign levels

My point was that I already finished all campaigns/challenge conquests and Subutai’s weapon is still locked behind extreme upgrades

It took me almost a year and a half to unlock Subutai's weapon. A year and a half of daily missions, territory battles, and occasional grinding. A price too heavy to pay for this weapon, I believe.
Without talent system, I think, I would have needed several months more...

What's a good set-up for him?
I use the BAG (10), Teutonic Knights (14), and Hospitallier (7). He feels awfully squishy or is this the consequence of not having lvl 15-20 units?

Truth be told, even Richard coupled with Charlemagne would be a total disaster on lvl 10 horses So, you have answered your question already 😉 It actually doesn't matter which units do you put him on. In campaigns and conquests he feels good on every type of generic cavalry units. In Treasure missions you won't use him often because cavalry is fragile in general. And in Territory battles survival is probably more important than damage. So, your best cavalry units together with Medical Tent will do the job.

For treasure missions I used lombard, garrison and BAG. Since his direct damage is low I prioritize mobility and his ability. BAG provides +3 mobility and the second attack can be combined with helepolis to quickly lower morale. If your troop levels/talents suggest different def.inf units then change them accordingly. In conquest and campaign I use single or triple scout cav. And once you complete the game, BAG, Sepu, Hospital is probably the best combination for territory/expedition.
