Yeah you are basically forced to get some starter generals or else you fail early.

There are better generals for that, Jean. You'll also lose a decent chunk of medals unnecessarily if you sell Graziani at some point for a better one.

So far I have Govorov, Guderian, Patton, Rommel, Yamamoto, Montgomery, Lin.B, Nimitz, Konev and Vatutin.
