I already have finished Scenario Hard and Scenario Challenge up to Pacific War. Can't decide on what will I give Guderian. Inspiration + Explosives has its most effect against fortresses but I cannot see if Inspiration + Plain Fighting will only do similarly. I also want to consider if I should keep Rumor and change the other skill slot.

I always try to go another way around in my contemplations. I try to eliminate less appealing choices. If you have 3 medals on Guderian increasing his PL, AA and Blitzkrieg, I seriously doubt that Plain fighting is an option.
3 remaining skills have their pros and cons. And different modes of the game require different approaches. I think that Inspiration is a very interesting buff for Guderian who has (potentially) 100% probability of a critical attack.
Probably Explosion has a slight edge over Rumor at this stage of the game, but, again, the future Modern War challenge conquest could potentially be the most challenging part of the game. Besides, I really like the combination of Blitzkrieg and Rumor. It is always nice to place debuffs without paying for it. If it were my Guderian I would choose Inspiration and Rumor.

Personally I went for inspiration and explosives. With a level 5 ribbon (mines at level 4, oh woe is me) you can pretty much guarantee a critical attack and the 15% dmg increase gets quite significant. Personally I already have my arty's and second class generals to rumour enemy generals. For this I mainly use: Konev, Leeb, Messe and Rommel. Yes two of those take damage while rumouring, but if you play it right this only needs to be once per enemy gen. I picked explosives mainly for the frontier missions. But in hindsight is has also made my Guderian live longer, he tends to knock most cities out in one or two hits, combined with the ribbon this recharges his health. Having his damage output maxed is top priority, especially if he can heal on *each* kill.

Is Crossfire still relevant? I use Guderian to dish out painful a counterattack, while Rommel and Rokossovsky slowly wear enemies down with Rumour.
Inspiration + Explosives does seem more active / proactive than the Crossfire / Explosives that I gave him.

I think it's enough to have it (fixed) on Rommel and Monty and we only have 2 crossfire medals at the moment. From a team perspective, Guderian should have a different skill.

Which of your damage values are critical hits and would you mind sharing the testing conditions?

Maybe not necessary, but certainly helpful.
