I currently have Guderian, Ozawa, and Badoglio. I'm on NATO and WTO level 4. Who should I get next? Btw I currently have about 100 medals.

You will need a second tank general, hence 3/4 of the suggestions so far is tank generals. I recommend any of those 3 whatever you prefer...
Patton - good for dmg against cities (explosives) Rommel - good for movement and tend to survive longer Valutin - cheapest of all 3 but still a viable option for late game and not too weak.
Yamamoto is not needed at this point, plus you already own a cheaper version of him. Yamamoto Jr - Ozawa. Don't get me wrong, those two Japanese naval/air generals are sweet to have. You just need Ozawa at this present point, because you will need a 2nd tank then a 2nd artillery before getting Yamamoto then sell Ozawa to be replaced. (don't sell Ozawa until you have finished the campaigns because you might find yourself needing two navals at a random moment!)

I agree with Desophaeus, Ozawa is too weak once you reach alien status and also Rommel is useful in desert missions

I believe Patton is the only medal general who fits 2nd tank, Rommel and L General Vatutin fits 3rd tank, and I like Rommel more for 3rd.

Truthfully... I'm aiming for Valutin as my 1st for his price rather than Guderian, so it'sfunny that I'm slowly grinding for my 1st tank so I've not yet started on my 2nd. For you... It's all depends on how willing you are to wait to grind for the 2nd tank general. Let say if I already had Guderian then, probably Patton for the campaign for heavy damage in a short burst. (Rommel's speed is more valuable in the world conquests) If I had Guderian, I wouldn't need a serious help on damage output in conquests so much as in comparison to the campaign (a lot more time-sensitive with the turn limit). To me conquests are easier because you can rely less on one general's contributions and more on the masses of your troops.
You asked me how I would have gone which way.

I agree. Granted I've always held a distinct bias for Val (More damage=a happy Kesselring), but Patton,then Rommel, is probably the way to go.
Keep note that these generals aren't cheap. Expect a bit of medal farming and other shenanigans if you're not going for Val.

Monty is great, but too expensive in terms of medals to skills put toward to tank power. He's a good example of how a general can be pretty good but loaded with excessive lesser skills which raises the "value" in medals without giving you something for the cost. Like Lannes said, it's not worth it.

Patton > Vatutin because
a) Patton has explosives b) Patton has decent air skills c) Patton has Ace forces so better survivability
