Govorov on the other hand can even kill an infantry unit inside a city with a single attack or severly weaken it

Kinda depends on your tech level and the age you fight (their tech level)

Yeah, Pir Sey Riza, but infantry don't pose much of a threat when compared to tanks and other arty. Most generals for infantry do little to improve this...China's a direct example.

Badoglio has been my home boi since the original GoG. There, he helped me take out the French, the Yugoslavs, the Greeks, the Spanish in N. Africa, the Italians (#BenedictArnold2016), the Germans and the Soviets! And he only got better in WC3! And don't forget Graziani, the healthier Vatutin. He can storm through deserts quick and can take a beating while fighting back. Graziani and Badoglio are the only two Italians who are worth a damn, however. Mannerheim is also a favorite of mine, not only because of my Finnish heritage, but also because he is a BEAST when it comes to infantry. I would say people like Guderian and others, but i don't currently have them in my legion. Graziani is the best meat shield for me in this game, keep hitting him and nothing actually happens! Badoglio is life! I personally like Montgomery more as a meat shield.
