He is HRE, look at the'''I am available for movement'' circles around HRE units. As for AI goofs:
-Leaving a capital open -Rolling in the most obvious traps -Attacking Guards Cavalry with Golitsyn on it with artillery in only 1 block range (suicide) -Sending horses to Lannes on double MG -Sailing away (in america conquest always one or two of the navy ships try to sail to Europe, you will find him in a corner of the map) -Upgrading cities without guarding them while I am waving at the town hall -Terrible fighting (we all know this right?) -No retreating (Adolf H. stile) -Building extremely high amounts of wooden fortresses -Sending lonely units, not supported. If you play for fun and play a long long game you shall find Algerian militias in Scandinavia. -Etc

I noticed that after 70 turns, enemies and Allies just don't move. At all. They don't attack. They don't move. They just sit there. Like Massena in 1798

The utter obsession with Fortresses comes to mind. Also the one game in America 75 (me as Russia) where the Brits ran out of food 3 times because they didn't want to upgrade farms.

It took reading all the comments to refresh my memory...
I was playing as Prussia and this was towards the end of the game. I had one army already in Spain after taking France. I noticed the pile-up while moving whatever Generals it was west towards Sicily & N.Africa after taking out the Ottoman's. I sent the battleship too see if it could get close enough to take out the General in Rome. After hitting it once HRE began attacking again and took Rome.
I've noticed basically the same thing during other games,it seems there may be a "trigger" to get allies to attack in some cases instead of them just sitting and doing nothing(?). It's like enemy ships in ports, put any of your ships or troops close enough (3 grids I believe) and that ship will leave port to attack. I did it last-night and took the port while the ship went to attack the arty. I was sending there.

Had another "pile-up" that made a nice profitable game unwinnable so I quit. Couldn't even get arty. close enough to spark America into attacking. All they did was move troops around the map. I hate when that happens!

Dude, you can't even into Serbia. A minor nation destroyed your army and good job at Przemyśl. You did good in Italy too. NAAAAAAAAAAAAT
