I can colour in new provinces but I cant place text for new cities.

In order to explain his dropping out I'm going to make it an effectless event.
Some early time ago, a mass gathering of chiefs at the Ottoman capital wait in honour of their fallen leader who, in stress and falling sanity both by the requirements of leading a nation, the neighbouring and possible belligerent Iromae, commited ritual suicide. The nation falls into chaos and is put under military control. The Iromae has taken this as an oppurtunity to attack and have already taken their border settlements. He was found dead on his throne. Similar events occur in Alaska but go unnoticed by other nations and remain unattacked.

If i could make a similar symbolic event:
Seeing that the Siberians, who dare call themselves 'Alaskans', have now collapsed, the Iroquois, feeling that the only major threat in the North is now gone, feels free to expand northward into Inuit lands. Time will tell whether the 'Inuit Expeditions', as they will be called, will succeed and be able to secure Iroquois territory in areas like the Yukon, Alaska, Nunavut, and the Northwest Territories. One thing is preventing the Iroquois form taking this possibly valuable land, however: The Cree Settlements in the Canadian Prairie.
Meanwhile, in Patagonia, a similar expedition to the Iroquois has begun, only on the opposite end of the Earth. A collection of five boats, each carrying weapons, food, material to build settlements and timber, have sailed southward in an attempt to settle the Antarctic Continent. They land at San Martin and begin establishing a settlement. They find the climate extremely difficult to acclimate to, but they are able to survive in the area by hunting seals and penguins. In order to gain a heat source, whaling begins in order to use their oil for fire. This is the first ever recorded instance of anyone using a heat source other than firewood.
