The short answer is the SCs isn't for TWs, just for Diplomacy. I found a picture for Diplomacy that I thought would also work for the WW1 era TWs. Just ignore the SCs in here.

So we won't be using SCs, will we?
I perfectly get it, if we're gonna use them.

Spacedocks/Academies in STW1 are sorta like SC's, other than the events that affect them and the winning condition stuff (I want a war of annihilation over there)
