Depends on whether you prefer artillery or armor, and what other generals you have. If a decent tank general is in your team, but not an artillery general, aim for Badoglio.
I can tell you that Vatutin needs some promoting, since his health leaves some to be desired.
If you prefer artillery and raise enough medals, recruit Govorov as an alternative to Badoglio. He's not that much expensive compared to Vatutin (only ~200 medals more).

He's not that much expensive compared to Vatutin (only ~200 medals more). Comparing to Badoglio, Govorov costs 600 more, that's half of Badoglio whole price. But I understand why you compared him to Valutin tho. To Washington: if you are planning to buy Badoglio as your first general then Badoglio is better because it's harder to afford to use your main offensive power when it is dwindling in every round of usage. Long-range artillery power is superior to tanks if you protect your general with cannon fodder in front.
