¿Which country is the faster for ending the campaign in 66 turns and get the wonder medal? I only have Vatutin, 1200 medals and 4 level technology in arty and tanks.

Get a few more medals, buy Badoglio, and follow a guide in this forum, most 1939 guides here finish under 60 turns anyway.

My first country under 65 turns was the Soviet Union.
Given adequate tech levels and a few decent generals, the Red Army could easily swarm into all Axis Powers. To the East, America will easily assist you with Imperial Japan. In Europe, Great Britain and France are enough to hinder Germany, Spain, and Italy (as long as you rush to help your allies, of course). No need to fret about conquering North America and Australia, as they will be on your side.

32 rounds? How? And you didn't use any generals? No, need not in 1939. And so do 1943, I did not rely much on Generals even until 1960, I managed to find some easier countries to do them, though much harder without generals, with skills I finished up all levels of those conquest without generals, I mean the first time of all the stars OwO and now for saving resources I used generals only to speed up by doing those harder countries ~~
