IMO Oudinot (once you get Drum) as He is Literally Suvorov and also Jourdan for Artillery (who needs a tad bit improvement) and Cav Obviously Golytsin and for fort Wurmser (cheap but usless Infantry) and for Navy either Sidney or Ushakov and For economy Get Arnold

IMO Oudinot (once you get Drum) as He is Literally Suvorov and also Jourdan for Artillery (who needs a tad bit improvement) and Cav Obviously Golytsin and for fort Wurmser (cheap but usless Infantry) and for Navy either Sidney or Ushakov and For economy Get Arnold Forts are completely useless unless wanting to attract enemies. And Scharnhorst is far better than Jourdan for artillery on tier 2

Artillery: Marmont (tier 1), Scharnhorst (tier 2) Cavalry: Berthier (if you have medals to upgrade), Sulkowski, Golitsyn Infantry: Hull (tier 1), Döbeln and Oudinot both very good Navy: I'd just get princess Kate it's very easy, just do any major power in 1775 or 1812

(I haven't played this game for a while so I don't remember the exact amount of medals required). Equals to 1400/1500 medals (nearly). Add for any defensive armor = nearly 400. Equals to 1800. So he's nearly triple the amount of a raw döbeln (note that with defensive armor applied to döbeln oudinot'll be double döbeln) This is what I think.

Drum costs 630 (504 for me because I have Arnold). If you do, and only do have drum, Oudinot is better. The other situations, Dobeln.

Sorry I mixed up my tier (I always fell they are actually 5 tiers (grey, green, 4 emblems blue, 6 emblems blue, purple) anyway tier 2 and 3 I think the consensus is Golitsyn or Sulkowski for cav, Oudinot or Dobeln for Infantry, scharnhorst for arty (for fort smashing, Drummond is a beast, speaking from experience here). For Navy I had my best experience with Sidney, but I am sure that Ushakov is pretty good.

This is all considering you have no trading general. I'd just upgrade Berthier to 5 stars from his basic 4. And the two things combined cost less than 1,000 medals I believe not to forget that at any point you can sell them back and also use them for others. A snare drum is universal
