But that takes up an item slot when you could give Washington 2 Flags and not worry about Mass Fire or spending medals BTW I am New Flags are more for support roles. They increase X for your allies around you not your actual unit

Mass Fire can be fixed by a drum, but Bugle/Strike/Accurate can never be fixed by an item. I know this sounds silly but accurate and strike can be replaced by different movement or attack items. I rarely have an enemy behind a fortification against infantry too ... Keep in mind of the "hidden evasion", wangchengxy says it's true. And you mean attack item can replace evasion deprived? I need to clear this up.

My point is more that there is somewhat of a subsititute for bugle/strike/accurate and that's attack items since you gain your full strength at least partially back
