I just wanna ask, the light infantry has the highest movement in the stats but in the game the light infantry just move 2 hex that same with the other infantry (except machine gun). My question is how they be like this, is there any formula or something that count the movement ?

If the general has 2 stars in movement, for example, using him on light infantry gives the extra 2 hexes; using him on other types of infantry don't give the movement bonus unless there aare 3 movement stars or more.

There is a formula behind it:
In plain terrain, the number of hexes is = (Unit movement+skill value+item value+general stars)/3. Always rounded downwards, e.g. 14 movement "tokens" (Mathematically 4.666 hexes) give 4 hexes only.
Unit movement in your case is 8 for light cavallery Skill value is 2, if any (e. g. Engineering for artillery) Item value is 1 or 2 per item, so max. is 4 in case of e. g. 2 saddles General stars are Move stars
Using for example Isebela (with engineering skill) on heavy artillery (5 Move) with 4 stars in movement and twice horse artillery:
(5+2+2*2+4)/3=5
Isabela can run 5 hexes and due to geography (additional skill) she is able to do this on any terrain. Without warhorse or geography skill, movement is slowed down in heavy terrain.
And, as you can see, a fifth movement star for Isabela would be wasted.
