Which one was worse?
Bessières was stupid, having failed to carry out effective charges again and again, and advising Napoleon against deploying the Guard at Borodino. If the Guard had been deployed, the Russian army would have been crushed.
Friedrich Wilhelm III had no knowledge of strategy, opposed much-needed modernization, and was generally a coward. He declared war on France too late. If he had done so around the time of Ulm and Austerlitz, he might have delivered a fatal blow to the Grande Armée, but he didn't. He declared war months later

As much as I hate Bessières for historical reasons he was a pretty good cavalry leader. He was just horrible when commanding an army. Someone (I don't remember exactly who) said something like "If Bessières can be a Marshal then everybody can"

Charging with the guard may have won Borodino but would have cost them huge casualties while being to far too call for reinforcements from france

He would have been able to shatter the Russians with the Guard, but decided to preserve it.

He was good, but not as good as one expects from a Maréchal d'Empire
